    Are you sure that the water is comming out of the top?, by looking at the picture it could be comming out of the floor at the bottom of the pipe, if so it could be ground water. If you don't want to cut the caps off you can drill a small hole near the top and see if water comes out of it, if...

    Vent ?

    The old systems used one stack to vent everything, if you have a system that has NO vents it has been removed or it was not installed if the first place; if you have no vents you have to do major repair to your hook ups, sorry.

    UPC says this: 407.4 Wall-Hung Fixtures. Wall-hung fixtures shall be rigidly supported by metal supporting members so that no strain is transmitted to the connections. Flush tanks and similar appurtenances shall be secured by approved non-corrosive screws or bolts.

    Like the o.p. said that's your gas meter, under no circumstances should you be messing with it:( What you need is PRV installed on you incomming water to get the pressure down to a reasonable psi, should be installed near your main shut-off for your house

    You can do it that way but you still need the vent, run the vent in the wall and use 45's to line it up with your drain, stay as close to the wall as you can.:)
