Bathroom Sink Hot Water Side Leaking. PLEASE HELP!!!!

My bathroom sink is leaking at a slow drip from the top of the line right under the sink, as shown below. Do I need to replace the rubber piece? How should I approach this problem? A picture is included below. Any help would be much appreciated.

It is leaking above the sink deck (countertop).
So, you have to get the handle/trim off up top to evaluate.
Understand, that given the age of that unit, and the generally low/moderate quality (aka crap) of that fixture, they be up to impossible to service in unlucky/common instances.

Thank you very much for the assessment breplum!!!! I have yet to officially try anything but hopefully it all works out.
