Site is Idaho - generally follows national codes

AM I required to have a drain for a water heater. If so what is required? Can I just have pan with a hose running to air (outside)? Do I need trap and vent?

Water heater is over crawlspace on the first floor. Wood framing (not slab). No floor drain planned.
 
International Plumbing Code would require a pan with a minimum of 3/4" drain, though I would go bigger, 1" minimum, and terminate it with a screened end to keep the bugs out. Use aluminum or galvanized pan.
