One toilet flushes slow

Hello,

I have a new house just turned 1 year old with a septic tank. Never had to deal with septic tanks before. Anyways my mother in law moved in and she uses like half a roll of toilet paper and clogged the damn thing up. So I had the septic tank pumped out and changed the toilets since we wanted better ones put in. The pumping company sucked out the clogged toilet too before we changed them. Now the water started filling up outside in the drain from the clogged toilet and also above the septic tank which is just outside from the master bedroom toilet.

They checked everything and said there is no clog from the slow flushing toilet to the outside drain where it goes down to the septic tank. I called someone else in today and they said the septic tank has a leak and they will call with a quote. Sounds suspicious as nobody knows about building much or anything here. Any suggestions what to do?
