"normal" way to route water heater pressure relief

I'm installing a new water heater in a daylight basement. It's about 12 feet from the wall where the exterior door is located. I figure I need to run a line from the heater to and through that wall and then right angle down to some distance off the ground. The wall the heater is on is a foundation wall that's been furred out with 2x4 wall.

What would be the normal setup for the pressure relief line? Inside the wall, or outside? Pex, pvc, or copper?
 
Run it in copper to the outside w/ a 90 pointed down. Termination is no lower than 6” off the ground and no higher than 18”
 
Is a pan required in a basement?
