no hot cold water downstairs buts upstairs is fine

hi i av been asked to go sort out this new pipework that is 2month old the old plumber went in and made a right bulls up job ,leaving it not finished the upstairs has 2 sinks in the bedrooms and sink toilet and bath in the bathroom,now downstairs in the kitchen a new boiler has just been put in and seems to be working fine the heating and hot water works fine,but the kitchen hot and cold taps there is nothing at all coming out,its not frozen and i would'nt think it was an airlock as theres no noise and no spultering at all ,followed the pipes the best i could without taking kitchen apart,pipes seems ok,baffled big time PLEASE HELP IF ANYBODY NOS WOT COLD BE WRONGE
