Need Advice Installing New Toilet Flange

I need to replace wax ring and flange on old toilet.

When I took the old one off, the pipe broke on top as it is now uneven. The old flange get had 2 weird metal nail spikes securing it to the ground and of course alot of the concrete is chipped away so how does a new flange get secured.

Looks like the flange was high to begin with, looks like you could cut the pipe flush withe the floor and home depot or Lowe's makes a pvc repair flange that you push inside the pipe
There is a rubber ring you thread up or down, and then you tighten the flange by turning it clockwise,use a concrete drill bit and (tap con) concrete screws to secure the flange to the floor,there are other methods but if your not handy this is best
