Replaced the hot stem with a new one and there is now no leak from the faucet or at either stem!

Spent close to an hour trying to remove the hot handle, and then just decided to saw it off. Looking at it afterward, the stem looks melded to the handle from all the corrosion.. crazy

The stem itself was in extremely bad shape, and was worried about not being able to get it out without breaking it up and having to do some kind of drilling, but managed to work it loose with some PB blaster (wife is not happy about the smell) and some carefully applied force

So relieved to have this fixed after a lot of frustration.

You were very helpful havasu, and I greatly appreciate the assistance

replace with only American standard parts.....off brand parts often leak..lots of posts about repairs.....just something about those parts....try name brand parts.....i have had this same problem....

these parts youcan find at a plumbing supply house.....don't go to home depot or lowes they don't specialize in these older parts plumbing supply houses do....
