Valve on a vent pipe

This is a dry vent. There is a valve on it. Should I make an accessible cut through dry wall?

That is not a valve. That is a test tee with a threaded cap. It can be used as a cleanout so I would definitely make it accessible. I would also plug the hole or get a new threaded cap.

That plug has female machine thread insert so a finished metal cover can be installed after the finished wall is installed.

It’s a wall cleanout.

Looks like the used silicone as pipe dope.

How do I plug it? And what’s wrong with existing cap?

I didn't look at the picture close enough. I saw the hole and assumed that someone had screwed a cover on with a sheet metal screw like is common in my area instead of getting a threaded plug like in the picture.
