Please see attached 2 photos under the bathroom sink, are there supposed be shut-off valves somewhere?

in order to install a shut off valve, in the photo on left, it would be that pipe connection area located over upper left part of the photo?

To install stop valves you would remove the fip x compression 90’s that turn and transition to smaller tubing and then install FIP x compression angle stops.

Thx for the info, is this what I need to replace the junction? How to figure out 3/8 vs 1/2, measurements on exterior of pipe?

3/8” interior diameter brass nipples have an outside diameter of 5/8”.

The tubing going up to your faucet is most likely 3/8” outside diameter

Don't forget to shut off the main water valve to do this.
