wax ring prep

I was going to replace the wax ring and when I removed the toilet the flange ring had completely rusted away. So I got a replacement, and was about to put on the new wax ring, but I don't know how to get rid of all the rust stains and whatnot on the area. How clean does it have to be, and if by looking at the photo included, it is not cleaned properly, can anyone suggest how to more thoroughly clean - or does it matter? Thanks, sorry to ask what may be a dumb question - I am a newbie to plumbing things.

There are no dumb questions, put the ring on the flange as long as it's not gonna effect the wax ring just go ahead and set the toilet

Thank you for the reply, and for making me feel less inept.
I just wanted to be sure, as I'd run out of ideas of how to clean it any better - plus if it is worth anything, the surface is dried pretty thoroughly.

Agreed, just set it wax should fill any small voids. Also maybe take the opportunity to get a more update economical toilet if you have an older unit.
