Can I use a hot water recirculating pump with my water softener? The pump is the kind that installs under the sink farthest from the water heater. The kitchen sink will be the pump location and it was plumbed for a hard water tap separate from the cold water line to the sink. (if that makes any difference)

If your just moving hot water around in a big circle, no problem. The hard water line should be plumbed to the sink from a hard water pipe in front of the softener, so that should be no problem either.

If you don't insulate the circle of pipes, that will be a big problem.
