For an engineering project, I am required to research a few ways to regulate the flow of water at the inlet of a treatment system.
To do this I need to construct a flow splitter which takes in a varying flow of water and will always output around 2.5L/minute of water to the treatment system whilst the excess flow/overflow is simply diverted into a gutter.
What sort of valves or methods should I be looking into?

From the sounds of it I assume you're talking gravity flows?
Are you doing open channel or pipeline?
Sounds like you should be Googling the various methods used.
