water doesn't empty from bathroom sink

Hi,
Water stays in sink in brand new installation.. There are no clogs, etc. lifter is raised. There is a slope towards 2 inch drain in the wall. It used to be OK. What could I have done?

have you tried to clear it...try a plunger and wet a rag an cover the over flow while plunging....could something have fallen into the drain???????
