Toilet install in basement

I am finishing my basement and I am working on building a bathroom. In the area where I want to put the bathroom I have a PVC stack coming down from upstairs that services a bathroom. The pipe comes down to a cleanout and then to an elbow and runs horizontally under the basement floor. I want to install a wye or a sanitary tee in the horizontal part of the pipe to attach to a toilet. I am working if I can do this. I drew a crude picture of what I want to do. Sorry, I'm not much of an artist. Thanks for your help.

Firstly, the correct fitting to use would be a combination wye and 1/8th bend, better known as a combo.

Second, the toilet needs to be provided with a vent, so that positive pressure created by water draining down from upstairs and negative pressure created by the toilet draining can be relieved.
