Sweating toilet tank

Is it normal for the tank to appear wet outside?

is the toilet working properly if its running(leaking) by the flapper or over the overflow tube it will constantly feed in water) if it was kind of muggy like today it could sweat
because of the cold water and the warmer air causing it to condensate
