I just moved onto a place with a sump pump, which isn't working, of course. The first thing a did was make sure the outlet was good and I noticed a small stem sticking out of the float switch. Does anybody know what it is, I searched on-line but found nothing thanks.

I have never seen a plug like that. I don't think it is an overload or GFI protected plug, it doesn't appear big enough.
Nor have I. Hopefully someone will pop in soon to help all of us.
It looks like a piggyback plug. The first plug that's into the outlet is the float switch that's in the basin. When the float rises that first plug is a switch the puts power to the second plug which is connected to the pump. To see if the pump is working plug the second plug directly into the outlet. The stem may be some type of vent that is needed when manufacturing the part. It has nothing to do with the operation of the switch.
That vent tube must be able to breathe. It's something to do with the float. I'll be darned if I know what though.
