Sump Pump Float Switch

I just moved onto a place with a sump pump, which isn't working, of course. The first thing a did was make sure the outlet was good and I noticed a small stem sticking out of the float switch. Does anybody know what it is, I searched on-line but found nothing thanks.
 
It looks like a piggyback plug. The first plug that's into the outlet is the float switch that's in the basin. When the float rises that first plug is a switch the puts power to the second plug which is connected to the pump. To see if the pump is working plug the second plug directly into the outlet. I know its a piggyback plug, what I'm trying to figure out is what's that little white stem coming out of it.
 
That vent tube must be able to breathe. It's something to do with the float. I'll be darned if I know what though.
