Stop Flooding from under toilet

Last Summer we had some unusually heavy rains which flooded (first time in 18 years) my basement. I had about a foot, which came up and went down fairly quickly. Some of the water came through the floor drain and some from under the toilet.
I can easily stop the water from the floor drain with a plug, but what can I do for the toilet? Someone told me that they would install a neoprene ring, instead of wax, and glue it to the toilet and the floor. Will this really work?
 
Probably not. Old wax on flange you will never get the glue to seal 100%.
Depending on how much of a gap you have between the flange and the bottom of the bowl, you can double up on wax seals. they also make a reinforced wax seal for wall hung toilets that have felt embedded in the wax.
 
What would your thought be if it was a new installation?
