Harbor Freight has them for about a few bucks, or my preference is to use a leather belt, like from my waist. Either way, it is so that you don't scratch the finish during installation.

What is the strap wrench wrapping around? I might be just confused at their ridiculous drawing...

You put it on the faucet so it doesn't get scratched up. You'll be tighteneing it with the rubber strap.

Yeah, don't over-complicate the drawings. It just means, "don't scratch the finish."
