Any plumber in here that know of a shower handle escutcheon that has a locking ring with it--I.E. shower handles float in wall---and its an out side wall--so ripping it is somewhat out---local supply house here are useless

not really worried about the manufacturer---so much as if some makes locking escutcheons
but waiting on pic's and will post

Are you saying the faucet is loose in the wall? If so locking escutcheons won't do it, even if you could find some. Spray foam may prevent them from moving but it will make one he** of a mess if you have to repair the faucet.
