septic tank setbacks

I’m hoping someone here can give me a reasonable explanation on the purpose of a 10’ setback from a septic tank. A little more detail, I’d like to build a detached garage (slab and footings) on my 1.25 acre house lot in WV. However, due to many restrictions such as lot setbacks, leach field, and drain field reserve, I am unable to build the 22’ x 24’ garage. I completely understand the lot setbacks and restrictions around the leach field, and perhaps why the reserve needs to stay untouched but I don’t understand why a concrete slab cannot be built next to a 1000 gallon concrete septic tank. I am however willing to learn. Thanks. :confused:
 
If the system fails (Tank, leach field, etc.) you have more soil space for waste and to help keep you and you family a little safer.
