Rheem vacuum relief valve

Shouldn't this be covered by rheem? It's never been used. The plumber didn't put a boiler drain by the main water valve so I had to drain the system from the water heater to install fixtures. I guess I'll have to call where I bought it from on Monday and ask. I don't want to call the plumber because of the terrible job he did. Thanks for the response.
 
rheem doesnt put vacuum relief valves on water heaters. They are "only" used when installing heaters on upper floors.
 
let the pressure off and bleed it down below the valve and plug it. Dont plug the relief valve by accident.
 
I have a marathon in my home. Every time, including the initial start up that I’ve had to drain the heater and fill it back up the factory installed vacuum breaker spits and sputters while filling but stops once it’s up to pressure
