I have been ciphering on this type of WH for a condo installation (outdoor utility room).

Can (and is legal) it be direct vented for outside intake air as is the furnace? I have read in the tech material where it is exhaust vented by PVC.
 
My tankless W/H is vented by PVC but the installation directions were followed to a "tee." Without knowing which specific hybrid you are referring about, I would contact the manufacturer.
 
This is the model I have been going off of- NEXT Hybrid® Gas - Water Heaters Residential by A. O. Smith

I understand the exhaust can be vented PVC, but can a system be devised that would draw fresh air directly from the outside rather from within the utility room? The present gas furnace is installed in this fashion within the outside utility room. Otherwise I would have to install a correctly sized vent in the wall and this would diminish inside heat in the room.

The current WH is electric.
