replacing supply line from city's main

Hi Guys, I've got 1/2" galvanized coming into the house. Thinking of replacing with a 3/4" tube. The meter is front of the house 5 feet away from city property line, 8 feet below grade. What's the reason the line is supposed to run under the foundation and not through the wall, when the frost line is only 4 feet?

And second, what material piping should i use?
And third, 1" would be overkill but would it be worth it while i'm doing all this work already. (3 story house, 2 families)

I was quoted $2,200 to do this work, but I intend to do it myself.
