Rear hose bib not working

Hi, I will appreciate any help.

I am buying a condom. It is an old condo more than 20 years old. During the inspection we found that rear hose big is inoperative.

There is one shut off valve inside the home which should shut both front and rear hose bibs (per markings). For some reason there is no water coming out of the rear bib. When I asked the seller to fix it, his response is that builder forgot to connect it and they do not want to fix it.

I personally can not believe that for last 20 years no one tried to fix or use that bib. I like the condo but worried about the unknown. I am not sure what I am signing up for.

Please advice, what can i do to make sure it is something non trivial or something big and I should get out of the contract.
 
hold on, before you go another further ,

stop. find a home inspector , have the inspector, look at ALL the mechanical systems
he should look at
plumbing, electrical, AC, Heat, duct work, insulatiom, foundation, framing, termite reports.
floors,doors, windows, etc
he will cost you a couple hundred now, but save you thousands
as far as the hose bib,
have a PLUMBER, come and give you an bid on whats wrog/how much to fix.
take that amount plus $500.00 off the price of the home
you are not using a realtor ?

NEVER NEVER buy a house with out a inspection
