Push down drain overflow holes

We had our bathroom renovated recently. The push down drain that was installed has an overflow opening on both sides, but the one side that is on the overflow hole side is filled in with caulking while the other side was left open. This is backwards, right? The drain is slow when the cap is in, but drains freely when not in. I’d imagine the airflow would help if it were open? (Not to mention the overflow is useless if caulked close?) or am I missing something here?
