Problems getting off Delta sink faucet handle.

We have a leak from the spout on a bathroom Delta faucet - it's the rhs (right hand side) that's causing the leak.

This faucet is a Delta type where you screw off the arm of the handle and then there's the base. At the top of the base is a little hole and inside a set screw that attaches the base. This looks very close:

Several youtube videos would seem to confirm that I need a 3/32 hex key which I bought. Can't get it to turn anything within the hole so took closeup photos with my phone using an app that's a magnifying glass, camera and flashlight rolled into one:

I confess that I'm having a hard time seeing anything discernible within the hole where the screw should be and certainly not the hex head of a set screw. The fixture may be as old as the 1980s (we bought the house in 1999) and I'm wondering if the calcium buildup has been so great (we're in CA) that any hex head to a set screw can no longer be seen? In which case, per the youtube video, it may be necessary to retap, or whatever one calls it.

Any help appreciated.
