What is the correct way to install sanitary tees on downspouts? On several new construction site I see them installed both way and can you tell me the theory behind them?

why? i am not understanding why the need for a tee
unless the syorm system is being overwelmed? undersized piping?

What is the correct way to install sanitary tees on downspouts? On several new construction site I see them installed both way and can you tell me the theory behind them?
It seems they are routing the runoff to an underground drainage system or dry well.
The sanitary tee on the left seems to be orientated incorrectly to me (unless excess flow is needed to be diverted before drainage system) and the one shown on the right would be correct. The tee then could also be used as a cleanout.
