poor water flow after changing washer

Hi all. I had a leaking shower tap. I changed the washer and now the water flow is weaker than before and I have to turn the tap of much tighter to stop the flow or it will still leak. Any ideas?
 
2 or 3 handle valve? is so, most likely a piece of the washer broke off and got stuck in the valve, GOOD LUCK, 2nd, you most likely didnt change the seat causing water to still leak through, that was the whole problem in the first place..
 
I reseated the base. The old washer did not break off. The original leak was from the outside of the tap handle, not the shower rose. I changed the o ring. Seemed to fix the leak from tap handle. just now I have to really turn it off hard to stop leaking from the rose. Will do the procedure again Ta.
