We have recently bought a new house and have to address some rusting spots on both our water tank and our boiler. Investigation has revealed that we have what seems to be a fairly atypical configuration that was set up by an HVAC friend of the previous owner: A commercial grade Burnham boiler (Model # K V88) combined with an electric water heater (40 gal American Water Heater, model# E62-40R--45DV).

The rust is showing on the electric water heater on the element entry points and, on the burner, the in/out port is in terrible shape. So we're trying to gauge what needs to be changed.

First of all, is this config even reasonable? Perhaps electric hot water heater is being fed by the hot water coming out of the boiler, to take advantage of that heat BUT its summer and we keep hearing the boiler fire up. Wouldn't the EHWH maintain the tank temp, rather than requiring the boiler to fire??

Don't know what to make of it, or where to go from here!

Sounds like your boiler has a tank-less coil for domestic hot water that they are using to preheat the water going into the heater. It will help your hot water costs in the winter. In the summer mouths you can just turn off the boiler and heat the domestic water with the electric water heater.
