I went to replace the shut off valve in my friends house and when I looked into the space I saw this odd connection to the line. This is the line that comes in from the cities side into the basement at the foundation. I have never seen one of these. I was wondering if it's a ground wire or an odd water line? It is before the shut off and digital water meter just on the other side of the foundation. Any help would be greatly appreciated.
