No rough in in the basement

I want to put in a full washroom in the basement and was wondering if the 4 inch drain that comes out of the floor about 1 foot long with a screw on cap can be use. My kitchen sink and laundry is connected to it. The screw on cap is on top of the pipe if that helps.

Do the kitchen sink and the laundry have a vent that goes out the roof?

Sure you can add a washroom if you have the room, the time and the $
But it depends on what you are willing to do to do it right.
Fixtures need vents. you can connect to exiting vents or run new ones to the roof.
If the sewer drain in the floor is not deep enough you can always install an ejector system.
