No heat?

I have no heat and I think this is what it is. I think this is for the water control to tell boiler it needs water. Isn’t light always supposed to be green? I’m not sure how to find this part or if it’s hard to install

Actually its never connected.. Why? Is this needed or is it something that I no longer need? It sounds like I am getting no water to system. I did drain water from boiler.
