No Cold Water in Shower

Hello- I am new to the forum and new to owning a home.

Our Master Bath shower does not really release cold water. Of course we didnt notice during inspection as we were only concerned that the water would heat up. As it turns out, only hot comes out.... When on, if you turn the knob completely to the cold side, the water nearly stops.

I have a few pictures below.... I can feel that the hot water comes in from the left side. I notice the two little screws on either side that if completely tightened turns off the water. I confirmed this with the hot water side. However, the cold side screw was not completely tightened and I messed around with it for a while and never had any cold water come through.

The knob at the top diverts the water to one (or both) of the two shower heads. The nearby sink has hot and cold water. Any ideas as to what the issue might be or what I could do to further test?
