new install---rotated diverter faucet stuck

Installing a new Delta tub faucet. Somehow the internal part with the set screw is on the top or side of the copper pipe but is not visible...somehow the internal parts are tight within the faucet now.
The whole thing will spin around the pipe, but the outside of the faucet will not rotate to reveal the set screw.

Are you talking about the tub spout. A picture would get you more responses.
