Just built and moved into the house in July 2013. Have 3 Kohler toilets. There is a strong sewage smell that started shortly after we moved in and has been getting worse. When it started it seemed to only smell when a toilet was flushed but now seems to be a constant smell. All three bathrooms have the smell but the two upstairs seem to be the worst.
 
Remove the toilet check your wax seals, there should be a solid indent on the wax seal, if there isn't add another wax ring.

About 80% of the time it's a failed or faulty installed wax ring.
 
Also look in the attic and see if you have any open vents. I've send where the plumber may forget to install a mechanical vent or run through the roof for atmospheric venting. I've also seen where the Sheetrock contractor out a nail or screw through a vent in the wall. This would be harder to find. If all else fails you can use a smoke machine to find the problem.

Have you contacted the builder or the plumber who did the installation? With such a new house this shouldn't be your problem. Somebody else should be coming out and checking the traps and wax rings.
