Moving toilet supply line

Currently, supply is coming up through the floor. I would like to move it into the wall behind the toilet. The current situation has the toilet flange 13 1/4" off the back wall (looks like a joist was in the way) not 12".

A couple of questions come to mind:

Is it okay to have the supply coming up out of the floor or is it better coming out of the wall? Second, with the toilet centred 13 1/4" off the wall, will the supply in the wall be considered too far away? I'm thinking of the 6" from centre of drain and 6" up the wall rule. Does that deal with how far away from the toilet it is, from the wall? Is that a rule?

Supply lines come in various lengths, so that would never be an issue. I like them coming out of the wall since it keeps floors cleaner.
 
Great point on the cleaning aspect. It has been a pain getting around the supply to clean. To the wall with you, spigot!!
