Liquid in basement under drain?

Disclaimer, I'm an amateur - I live in a townhouse and in the basement we have a washer dryer room, which had a drain. Any time the drain had liquid go into it it "stirs the pot" and smells terrible. Any idea what liquid makes its way there, where it goes, and how to clean it?
Any help would be great!
