Leaking underground water tank

I'm not very versed in plumbing, so I'm hoping to get some advice.

I've got what I'm pretty sure is a leaking underground tank. Basically it won't hold water or air pressure.

Problem is...it's winter. In Michigan. This happened kinda suddenly and digging up an underground tank is not exactly gonna be easy. (how far down are the tanks in such areas normally?)

Any advice for dealing with the situation? We don't mind getting an indoor tank anyway, but then we've still got the problem with the old one leaking pressure along the way. Is there any good way to deal with that?
 
I was more thinking just cutting it out of the loop completely. Like I said, we don't mind doing an indoor one instead anyway.

Is that something that typically can be done in winter? How far down are those tanks?
