Leaking faucet not a normal top nut from what I have seen

I have a leaking faucet and looks pretty easy to fix. I took off the handle to find this top peace. I attempted to loosen by the really small part of the handle not really a retaining nut that unscrews but one piece. You can see marks from the pliers. I stopped bc it didnt look right and wouldn't budge. Is this something I would have to loosen from the bottom :( Pretty sure it's a delta about 12 years old.

Looks like it is cemented in from minerals.

Try soaking paper towels in vinegar, and mold the wet towels around that crusty area for a few hours, or overnight.

Cover the towels with plastic wrap, to keep them damp.

Squirt some vinegar into the open top of that bonnet nut also, so it can work down to the threads.

If this fails, try some penetrating oil, such as PB Blaster or Liquid Wrench, NOT WD 40.
 
You were correct- some WD40 worked. It was just such a small part to grab it didn't feel right. Yeah I didnt have a deep socket or a crescent wrench, good point tho!
