    is this to code? 4 inch sewer main and he is going to tee in two more drains. This goes to a septic tank.

    NO it is not.
    codes are different in different locations but I sure that is not up to any local codes.
    To many turns without a clean out and it looks like who ever did it does not have a clue as to how to run pipe.
    To many 90's. don't use 1/4 bend (90) if you can do it with less
    all those 90 can be done with just 1- 90 and 45 or 3 - 45's

    If you are paying someone to do that, fire him and get someone that at least has a clue.

    I bet the same plumber who designed this spaghetti PVC mess was "huffing" on the carb cleaner before deciding how to connect the pieces.
