Is my toilet flange broken?

I have a cast iron plumbing stack so I'm assuming the flange is as well since I've never changed it. I removed a good chunk of the wax ring from the old toilet and have this as a remainder. It appears to have no holes except for two slots where the old bolts were. The guy that installed the tile had removed them so I'm not sure whether, he dislocated them by breaking something or if they slid right out. I have a picture attached.

So I just slide the bolts on there and attach the toilet to them? That to me seems like the toilet wont be very secure.
 
I see, I was under the impression there was a notch in the flange that I had to insert the bolt to and slide it to lock it in.. Guess that is not the case with the old flanges.
