I turned a sewer clean out into a storm drain

The attached photos show what I did a few years ago to a covered sewer clean out in my driveway just outside my garage that tends to puddle up water when it rains. My question is, just how bad of an idea was this and do I need to go remove it and put the white cap and metal cover back on ASAP? Or is it not a big deal and is ok for now, especially since it does what I meant for it to do when it rains? If it needs to be used for snaking out the sewer line, the big plastic grate comes out easily and that little white plastic inner grate is only caulked in and can be ripped right out. (In some photos the black grate does not look flush but it is now. I was able to push that one all the way down to the lip and place another one on top that sits flush as shown in the last pic).

Bad idea in general and absolutely against code almost everywhere except City of San Francisco.
Sewer from house is part of the system that ends up in going to treatment facilities. If people dump storm water into sanitary drainage systems, the treatment plants cannot keep up and it becomes a hazardous mess.
Storm drains go to creeks and oceans untreated.
 
Cover it up, you’re allowing sewer gas out of the grate. Even if you can’t smell it it’s still not good to have open sewer right next to your house
 
Some locales dump smoke into the lines to check for just such offenses. I did same w/ a downspout because it was convenient at the time. Civil Engineer buddy bout had a stroke.
