This was for irrigation which is no longer used. Would like to add hose bib to connect garden hose. Where would I Cut the pipe? And what equipment would I need to connect 5/8" garden hose? Thanks for any help! The pipe below the orange handle is the pipe leading to the irrigation pipes ( which are pretty much non existent since most of them have been dug up)

It is not a good idea to have PVC piping for a hose bib. It becomes embrittled from sunlight.
Copper tube is the ideal material, galvanized pipe is a poor choice, but it could work also.
In either case, we usually drive a metal piece of rebar or secondary piece of steel pipe into the ground, and then throw a hose clamp or two on it to stabilize.
 
I would:

1. Dig 8-10 inches below what's already dug out and cut the pipe there.

2. Install a section of Schedule 80 (the gray stuff) to what's left and run it up to about a foot above grade.

3. Pour some concrete around the bottom of the new pipe and then fill and pack dirt around all that after the concrete has cured.

4. Install a decent hose bib to the top of the Schedule 80 pipe.

5. Cut the pipe that led to the sprinkler heads somewhere below ground level and be done with it.
