Hot water heat - Aquastat transformer bad?

I was trying to help a friend find the problem with his gas-fired hot water heating boiler. Does not fire up. Traced as much as I could, and appears that where we're supposed to see 24 volts, multimeter says we have around 8-9 volts. Anyone with experience here on whether the transformer in a Honeywell Aquastat frequently go out?
I've lived with hot water heat most of my life, and have never seen anything go wrong with an Aquastat.
 
Just a followup.
He hired an HVAC pro who traced the circuit, and came up with same voltage problem. 115v to 24v transformer has broken down. Apparently not that uncommon.
Pro will be replacing the whole Aquastat with a rebuilt (used) unit. A quick exchange for him.

You could fix it with a $20 generic transformer. Shrug
