Hot Water gunk

I've been getting little black specks in my hot water especially in the washing machine
they smell like rubber and when I can capture one it smears like grease or melted rubber
this has been happening randomly for a few years. If I turn on the washer and use hot water
then turn on the utility sink next to it it then becomes worse. it seems like when the hot
water heater fires it gets worse. I drained the hot water heater several times
and flushed it and it still persists. the water heater is Bradford White 75 gallon
I also have a whole house water filter before the hot water heater. I thought I had it figured out.
I thought the braided stainless hot water line to the washing machine was deteriorating from the
inside out? but replaced that and its still happening.
the specks are usually small but sometimes they are about the size of a bb no shaped like a bb
just about that volume.
any help or ideas welcome and thank you in advance.....

I am inclined to believe it is the hoses to the water heater that may be causing it.
