I shut the water off in my house to replace the elements in my electric water heater. When the water was turned back on, and the heater filled, there is still water running. It is leaking from the outdoor hose bibb. I cannot afford a plumber at this point and am somewhat capable of doing minor plumbing. This leak is greatly affecting my water pressure and my bill. Please help!
 
This may seem like a smart *** reply, so forgive me, but is it possible the hose bib was opened to drain the water out of the system while changing the elements and just needs to be shut off?
 
Also the pressure relief valv may just need to be excercised (turned on and off)
