Looks like some kind of freaky trap.

That whole arrangement looks like something Captain Nemo would have on his ship, very steam punk.

Btw, the cold supply pipe and elbow down at the floor are looking pretty scary.

Yes under a lav.Its in a 1900 era building.Its a historical building an its now a charter school.They would like to keep it original.But i need to know what its called to see if i can find replacement parts for it.The guy who i usually go to for old parts like this couldn't help me,mainly cause i didn't know what it was called!!!!

You'd have to look inside of it to see if it has any function. It could just be an ornate decorative type of pipe section.

You need to know the function to know what to call it.
