I've just bought a house that was vacant for 11 years and extensively vandalized. I'm now working on plumbing but could not find where the service was in the house.

When I got the meter unlocked I found water bubbling up outside, beside the daylight basement. I dug it up and there was a 3/4" copper line, broken off near the foundation. This is my service from the meter.

What is the Code-compliant (UPC) way to get this into the basement to attach to my PEX-A system? Can I drill a hole in the concrete basement wall above-ground? It would be very difficult below-ground because of the footers. I will be inspected.

Is an outside cutoff required? (besides the meter)
 
I would check with your local jurisdiction. It would also depend on your climate. Here in Northern Va you have to be at least 30" down (below the frost line).
