Found this underground

A buddy of mine was digging for a deep sewer repair and found this about 4' deep. Says it looks like concrete but not AC pipe. Has a funny old window crank looking handle on it. To me it looks like a cml&c water line?

Any of you guys ever seen such a thing?

Break it open and see what's inside.

the top has 3 bolts that press the middle down. loosen the 3 bolts the top will come off.

I have seen it, do not recall where or for what utility.

Could be? Except they were digging down to the sewer line that was 12 feet deep and this guy was only 4' which to me says water line in this area.
